Goal Area #1: Instruction
SMART Goal: By June 2028, 100% of students in the Plain Local School District will meet or exceed expected growth as measured by State Report Card data and other district-approved measures.
Strategy #1: Curriculum, Instruction and Assessment
The Plain Local School District will build the capacity of teachers to analyze and use data to guide their instruction, intervention, and enrichment. The district will provide training and coaching to teachers and administrators on evidence-based teaching strategies. Staff members will implement high-quality, evidence-based teaching strategies to meet the needs of all learners and ensure progress.
Strategy #2: Family & Community Engagement
The Plain Local School District will use a variety of methods to engage stakeholders, especially parents, in this goal area. The district will identify opportunities for stakeholders and community partners to be actively involved in the improved outcomes for each child in grades preschool-12.
Strategy #3: Leadership, Administration & Governance
The Plain Local School District will develop, communicate and monitor high expectations for students and staff through shared leadership structures. These structures will include a focus on building collective teacher efficacy.
Strategy #4: Professional Capital
The Plain Local School District will build the capacity of educators, including new teachers, by providing opportunities for professional development and support for staff members that are aligned with Ohio’s Professional Development Standards. The school district will provide onboarding and mentoring for all new teachers.
Goal Area #2: Literacy
SMART Goal: By June 2028, 100% of students in grades K-12 in the Plain Local School District will demonstrate achievement in English Language Arts by meeting or exceeding proficiency as measured by the Ohio State Report Card’s Early Literacy Component and the Achievement Component.

SMART Goal: By June 2028, 100% of the students in the Plain Local School District will graduate prepared to be enrolled in college, gainfully employed or enlisted in the military as evidenced by the Federal Graduation rate and other district-approved measures.
Strategy #1: College and Career Readiness
The Plain Local School District will create, adopt, and implement a comprehensive multi-tiered system of supports (MTSS) framework to ensure that all off-track students receive the support needed to be successful and eventually graduate prepared for college, the military, or the workforce. The teaching staff will review ELA, math, attendance, and behavior data to determine which students need additional interventions and supports. The staff will use a multi-tiered system of supports (MTSS) to meet the needs of the off-track students to increase their likelihood of graduating.

Strategy #5: School Climate and Supports
The Plain Local School District will implement a tiered PBIS framework to ensure students are supported throughout their educational years to have a successful pathway to graduation. The district will build the capacity of teachers to inform and evaluate PBIS implementation and practices through providing professional learning, technical support, and coaching for all staff in Tier I, Tier II, and Tier III evidence-based PBIS practices.
